Summary

Add definition for arm64 FIPS image, allowing us to build these out of the box rather than require customers to enable FIPS mode on these images themselves.

Created azure vm using image from the pipeline.

• Successfully connected (so networking and some crypto works).
• Confirmed kernel is in FIPS mode.
• Confirmed dracut and kernel ran FIPS checks on boot.
• Confirmed openssl uses the SymCrypt provider and does some basic crypto operations.
